Is this legal?
Yes, it is legal. Per Section 331, Title 18 of the U.S. Code, cutting coins is not illegal as long as the coins are not cut with fraudulent intent or for fraudulent use.
Do these come with chains?
No, I used to sell them with a cheap chain, but most customers just replaced it with a chain they already had or purchased. I removed the option as it allows me to reduce prices. You can purchase cheap chains in the special bezels and extras section of the shop.
What is the bezel?
The Bezel is like a picture frame for the coin that has a decorative bail at the top for a chain to pass through. Most of my quarter sized pendants have a simple silver bezel that comes with them and can be seen with or without in the pictures. In the Special Bezel section, I have extra fancy ones that can be added.

Do you buy silver and gold?
Yes, for most silver or gold that is properly marked, I pay 5% of the precious metal spot price. For some coins, I'll pay higher premiums.
